Housing Specialist –  Temp to Hire – Monday through Friday 8:00 am to 4:30 pm – Excellent company and benefits

This position is clerical and record keeping, certifying clients for housing eligibility, inspecting properties, completing and filing necessary reports.  Other secretarial duties as required.  Individual will explane policies and procedures to applicants/residents.  Individual must be very organized and responsible.

Essential Functions:

  • Respond to and record all inquiries to Public Housing and/or Tax Credit Programs which may include but not be limited to phone calls, walk-ins, written correspondence.
  • Process all applications in a timely manner, record the applicant selection process from the waitlist, assist with orientation and briefing sessions for customers participating in the program, conduct one-on-one interviews with customers, determine eligibility, third party verify all information, calculate accurate income, allowances and expense for appropriate rent determination.
  • Maintain accurate waitlist and selection process for the Public Housing and/or Tax Credit programs, sign leases, explain policies, program guidelines and required forms, perform move in and annual inspections: create and set up files for every client maintaining protocol of procedures, confidentiality and good organizational manner.
  • Conduct the Audit File Checklist on every new certification and recertification file.
  • Conduct all annual recertification’s for continued occupancy within the required one-year time allowance, schedule and perform inspections within the required one-year time allowances.
  • Be willing to gain and maintain adequate understanding of the Public Housing and/or Tax Credit program guidelines for administration of the Public Housing and /or Tax Credit programs, policies and procedures and must be willing to attend any on-going training as required to carry out the responsibilities of the Housing Specialist and Inspector for these programs.
  • Must read and refer to resource manuals provided to assist with understanding and interpreting regulations, policies and procedure.
  • Process all correspondence legibly and professionally. This includes tenant notices, work orders, complaints and general correspondence.
  • Follow program policies and operations manual procedures for reporting requirements to maintain compliance with housing program rules, regulations and processing requirements of the HUD Public Housing and/or Tax Credit programs.
  • Manage, maintain and purge the waitlist according to procedures of the programs working with management agent in charge.
  • Assist management agent with customer and public relations and any other activities as assigned by the management agent in charge or the Executive Director and/or Housing Program Manager.
  • Any other duties assigned by Executive Director and/or Housing Program Manager.

Qualifications and Skills:

  • Associates degree with two years work experience in housing management and/or a clerical position of equivalence.
  • Strong Organizational, interpersonal, communication and typing skills.
  • A good working knowledge of office equipment and computer software is required.
  • Possess or acquire an ability to work with individuals from varying ethnic and socioeconomic backgrounds.
  • Believe in Fremont Housing Authority Mission Statement.
  • Ability to contribute and communicate in team environment with all FHA employees.
  • Maintain an attitude of courtesy, respect and service for all clients and co-workers.
  • Possess the ability to listen, be objective, adhere to established principles, show courtesy, compassion, initiative and good judgment.
  • Confidentiality must always be maintained with respect to both customers and housing authority staff.
  • Possess the ability to adapt readily to changes made in the working environment and program regulations and requirement.
  • Must maintain a valid drivers license.
